The Idaho Humane Society says the owner accused of neglecting his dogs in Boise County has a history of abusing animals he owns.
Oliver Palmer faces three outstanding citations for neglect and animal cruelty.
The Humane Society is housing 14 dogs and puppies picked up from Palmer's home Christmas Eve.
Neighbors complained they lacked adequate care.
So far, Palmer has not been charged in that case.
Jeff Rosenthal from the Idaho Humane Society said, "You can expect this to continue until there are some laws on the books that really help prevent this type of activity."
The Idaho humane society says stricter laws and additional resources are needed to stop cases of animal neglect and cruelty.
