No laws broken after gun spotted on ISU-Meridian campus

MERIDIAN, Idaho (KBOI) - Idaho State University-Meridian as well as Renaissance High School were in lockdown mode Wednesday after there were reports of an armed subject on campus.
Police tell KBOI-TV that a husband and wife went to the school campus.
The woman apparently went inside the school, but the man stayed behind in the vehicle, but was parked improperly. A parking lot attendant later went to the vehicle to ask the driver to move, but saw the man put a gun on the passenger seat. (Photos from the Scene >>>)
The attendant went back to the school and told people about the gun. The word quickly spread and then police were notified. School officials quickly put both schools into lockdown.
The call came in at about 1:43 p.m. Boise and Meridian PD were on scene sweeping the campus for potential risks.
"Take shelter and lock doors and windows," Idaho State University said on its website. "Do not move from sheltered position. Await further instructions."

The concealed weapons permit means nobody should see it.
Thing is if he was on the ISU campus it is not illegal to open carry. Â Since security saw the firearm, it was not concealed. Â No permission slip is required to openly carry a firearm in Idaho. Â As mentioned below, if he was at a K-12 grade school and he was delivering an employee or student to school and stayed in his vehicle, no law was broken. Â In some states it is even legal to carry firearms at K-12 grade schools (Utah and Michigan) with a permit. Â Maybe someday someone with money will challenge Idaho Statute 18-3302D as it is in violation of the Idaho Constitution Article I Section 11. Â
A law was broken!   Firearms are not allowed on school property. No reason whatsoever this guy should have had a gun out in plain view on school grounds.

I was a student in Renaissance at the time and honestly it wasn't that bad. No one was terribly freaked out or anything. I can see why the man would be reported because of shootings and the fact that the building  has three large sections of different people in it. But honestly yeah, the guy wasn't breaking any laws, even though he was parked in the employee's parking spots.

The fact is that no laws were being broke and that the guard might not have knowns the laws and reporting it to a supervisor is fine but by the time the police were involved it should have stopped there and no lock down was needed. TITLE 18CRIMES AND PUNISHMENTSCHAPTER 33FIREARMS, EXPLOSIVES AND OTHER DEADLY WEAPONS 18-3302D. POSSESSING WEAPONS OR FIREARMS ON SCHOOL PROPERTY. (1) (a) It shall be unlawful and is a misdemeanor for any person to possess a firearm or other deadly or dangerous weapon while on the property of a school or in those portions of any building, stadium or other structure on school grounds which, at the time of the violation, were being used for an activity sponsored by or through a school in this state or while riding school provided transportation.(b)  The provisions of this section regarding the possession of a firearm or other deadly or dangerous weapon on school property shall also apply to students of schools while attending or participating in any school sponsored activity, program or event regardless of location.(2)  Definitions. As used in this section:(a)  "Deadly or dangerous weapon" means any weapon as defined in 18 U.S.C. section 930;(b)  "Firearm" means any firearm as defined in 18 U.S.C. section 921;(c)  "Minor" means a person under the age of eighteen (18) years;(d)  "Possess" means to bring an object, or to cause it to be brought, onto the property of a public or private elementary or secondary school, or onto a vehicle being used for school provided transportation, or to exercise dominion and control over an object located anywhere on such property or vehicle. For purposes of subsection (1)(b) of this section, "possess" shall also mean to bring an object onto the site of a school sponsored activity, program or event, regardless of location, or to exercise dominion and control over an object located anywhere on such a site;(e)  "School" means a private or public elementary or secondary school.(3)  Right to search students or minors. For purposes of enforcing the provisions of this section, employees of a school district shall have the right to search all students or minors, including their belongings and lockers, that are reasonably believed to be in violation of the provisions of this section, or applicable school rule or district policy, regarding the possessing of a firearm or other deadly or dangerous weapon.(4)  The provisions of this section shall not apply to the following persons:(a)  A peace officer;(b)  A person who lawfully possesses a firearm or deadly or dangerous weapon as an appropriate part of a program, an event, activity or other circumstance approved by the board of trustees or governing board;(c)  A person or persons complying with the provisions of section 19-202A, Idaho Code;(d)  Any adult over eighteen (18) years of age and not enrolled in a public or private elementary or secondary school who has lawful possession of a firearm or other deadly or dangerous weapon, secured and locked in his vehicle in an unobtrusive, nonthreatening manner;(e)  A person who lawfully possesses a firearm or other deadly or dangerous weapon in a private vehicle while delivering minor children, students or school employees to and from school or a school activity;

Maybe he is practicing his legal right to bare arms and was walking down the road for coffee and used the parking lot to shave off time getting there. Just because some one has a gun doesn't mean they are going to kill people. Some of us carry guns or mace or even a taser for personal protection and protection for those around us from people that are out to do us harm. If someone goes on a shooting rampage not all the time is it near a police station so for those that Open Carry like this person or Conceal Carry we are able to stop a threat if its safe to do so. Not everyone that has a gun is a bad person.
